দেশের স্বাস্থ্য খাতের মানোন্নয়ন, বিশেষ করে সংকটে থাকা সাধারণ ও গ্রামীণ মানুষের চিকিৎসাসেবা নিশ্চিত করতে চিকিৎসকদের প্রতি মানবিক ও দায়িত্বশীল ভূমিকা পালনের আহ্বান জানান জিয়াউর রহমান ফাউন্ডেশনের ভাইস প্রেসিডেন্ট ডা. জুবাইদা রহমান। বৃহস্পতিবার সকালে হলি ফ্যামিলি রেড ক্রিসেন্ট মেডিকেল কলেজের "বার্ষিক সাংস্কৃতিক প্রতিযোগিতা ও শিক্ষা ক্ষেত্রে কৃতিত্বের সম্মাননা-২০২৬" অধ্যক্ষ অধ্যাপক ডা. কে. এম. মজিবুল হকের সভাপতিত্বে অনুষ্ঠিত সভায় প্রধান অতিথির বক্তব্যে এ আহবান জানান তিনি।

হলি ফ্যামিলি রেড ক্রিসেন্ট মেডিকেল কলেজের শিক্ষার্থীদের উদ্দেশ্যে ডা. জুবাইদা রহমান বলেন, “আপনারা দেশের অন্যতম মেধাবী ছাত্র-ছাত্রী। মেধার পাশাপাশি আপনাদের রয়েছে মানবিক মন। একজন চিকিৎসক হিসেবে অসুস্থ মানুষকে সুস্থ করার মধ্যেই জীবনের প্রকৃত আত্মত্যাগ, আত্মতৃপ্তি ও সফলতা।”

দেশের স্বাস্থ্য ব্যবস্থার চিত্র তুলে ধরে তিনি বলেন, “বাংলাদেশে বিশ্ব স্বাস্থ্য সংস্থার মানদণ্ড অনুযায়ী চিকিৎসক ও নার্সের সংখ্যা পর্যাপ্ত নয়। সরকারি চিকিৎসকের অনুপাত প্রতি ৬ হাজার ৫০০ জনের বিপরীতে মাত্র ১ জন। তদুপরি ৭০ থেকে ৭৫ শতাংশ চিকিৎসক শহরাঞ্চলে অবস্থান করলেও দেশের প্রায় ৭৮ শতাংশ মানুষ বাস করেন গ্রামে। ফলে সঠিক সময়ে চিকিৎসা না পেয়ে বহু মানুষ বঞ্চিত হন এবং অসুস্থতা দারিদ্র্যের অন্যতম কারণ হয়ে দাঁড়ায়। যদি আপনারা মেধা, শ্রম, অধ্যবসায় ও দেশপ্রেমে উদ্বুদ্ধ হয়ে গ্রাম পর্যায়ে সেবা নিশ্চিত করতে প্রতিজ্ঞাবদ্ধ হন, তবেই দেশের সর্বস্তরের মানুষের কাঙ্ক্ষিত চিকিৎসা ব্যবস্থা গড়ে তোলা সম্ভব হবে।”

হাসপাতালটির অতীত ঐতিহ্যের কথা স্মরণ করিয়ে দিয়ে বিশেষ অতিথির বক্তব্যে সমাজকল্যাণ মন্ত্রী অধ্যাপক ডা. এ. জেড. এম. জাহিদ হোসেন বলেন, “এক সময় হলি ফ্যামিলি হাসপাতালের মান এতটাই উঁচুতে ছিল, যা অনেক সরকারি হাসপাতালেও ছিল না। আমাদের চিকিৎসকদের দায়িত্ব এই হারিয়ে যাওয়া গুণগত মান পুনরুদ্ধার করা। ইস্কাটন গার্ডেন ঢাকা শহরের কেন্দ্রবিন্দু—আমরা যদি এখানে বিশ্বমানের সার্ভিস দিতে পারি, তবে মানুষকে অন্য কোথাও যেতে হবে না। হাসপাতালের সেবার মানে কোনো আপস করা যাবে না।”

জাতীয় সংসদের চিফ হুইপ মো. নুরুল ইসলাম হাসপাতালটির সার্বিক বিষয়ে ডা. জুবাইদা রহমানের দৃষ্টি আকর্ষণ করে বলেন, “সমগ্র বাংলাদেশের স্বাস্থ্যসেবা খাত নানা সমস্যায় জর্জরিত। জনাব তারেক রহমান সবসময় মানুষের কল্যাণের চিন্তা করেন। আমাদের বিনীত দাবি, ডা. জুবাইদা রহমান যেন এই ঐতিহাসিক হলি ফ্যামিলি হাসপাতালটিকে নিজের মনে করে দেখভাল ও এর মানোন্নয়নে দিকনির্দেশনা প্রদান করেন।”

বাংলাদেশ রেড ক্রিসেন্ট সোসাইটির চেয়ারম্যান ব্যারিস্টার মো. আব্দুস সালাম প্রধান অতিথিকে ধন্যবাদ ও কৃতজ্ঞতা জানিয়ে বলেন, দেশের মানুষের স্বাস্থ্যসেবা নিশ্চিত করতে ডা. জুবাইদা রহমান সবসময় কাজ করে যাচ্ছেন। একটি নতুন বাংলাদেশ গড়ার লক্ষ্যে সর্বজনীন স্বাস্থ্যসেবা নিশ্চিত করতে মাননীয় প্রধানমন্ত্রী হেলথ কার্ড চালুকরণ ও এক লাখ স্বাস্থ্যকর্মী নিয়োগের পরিকল্পনা নিয়ে এগোচ্ছেন। বাংলাদেশ রেড ক্রিসেন্টের ৮ লাখ স্বেচ্ছাসেবক, হাসপাতাল, মেডিকেল ও নার্সিং কলেজকে যুক্ত করে প্রশিক্ষিত ভলান্টিয়ার ও নার্সদের মাধ্যমে প্রধানমন্ত্রীর এই ভিশন বাস্তবায়নে রেড ক্রিসেন্ট সোসাইটি পাশে থাকবে। এছাড়া, হলি ফ্যামিলি হাসপাতালের হারানো জাতীয় ও আন্তর্জাতিক সুনাম পুনরুদ্ধারে প্রধান অতিথি ডা. জুবাইদা রহমানকে প্রয়োজনীয় ব্যবস্থা ও দিকনির্দেশনা দেওয়ার বিনীত অনুরোধ জানান তিনি।

অনুষ্ঠানে সাংস্কৃতিক ও সহশিক্ষা কার্যক্রমে বিজয়ী এবং শিক্ষাক্ষেত্রে বিশেষ কৃতিত্ব অর্জনকারী মেধাবী শিক্ষার্থীদের হাতে সম্মাননা স্মারক তুলে দেওয়া হয়। এর আগে হলি ফ্যামিলি রেড ক্রিসেন্ট প্রাঙ্গণে পরিবেশ সুরক্ষা ও বার্তা হিসেবে একটি নিম গাছের চারা রোপণ করেন প্রধান অতিথি ডা. জুবাইদা রহমান।

First Institutional Measles Treatment Guideline in Bangladesh

Holy Family Red Crescent Medical College publishes the first disease-based clinical guideline of any medical institution in the country

Bangladesh has achieved an important milestone in the field of measles prevention and treatment management. Holy Family Red Crescent Medical College (HFRCMC) has officially published the country's first institutional 'Measles Treatment Guideline'. This evidence-based guideline has been prepared with the aim of standardizing and integrating the specific diagnosis and treatment methods of measles within the institution. The guideline was officially launched at a function organized at the college auditorium today, Tuesday (16 June 2026) at 9 am.

Although disease-based institutional treatment guidelines have been in existence in various countries of the world for a long time, this is the first such structured initiative in Bangladesh. This initiative has fulfilled the long-awaited expectations of healthcare experts, policymakers and child health related circles.

The program was presided over by Professor Dr. K. M. Mozibul Haque, Principal of Holy Family Red Crescent Medical College. The Honorable Minister of the Ministry of Health and Family Welfare of the Government of the People's Republic of Bangladesh, Sarder Md. Sakhawat Hossain, MP, was present as the chief guest. He termed this initiative as very significant for the national health sector and assured of expanding more accommodation, hostel and infrastructure facilities for the college and hospital.

The President of Doctors Association of Bangladesh (DAB), Professor Dr. Harun-Al-Rashid, Secretary General Dr. Zahirul Islam Shakil, Acting Director of Holy Family Red Crescent Medical College Hospital, Professor Dr. Shahin Rahman Chowdhury and Vice-Principal of the college, Professor Dr. Meherun Nessa were present as special guests.

Assistant Professor of the Department of Community Medicine of Holy Family Red Crescent Medical College, Dr. Farhana Huq gave a presentation on the hospital at the program. Later, Associate Professor of Medicine, Dr. Sayem Mohammad presented the keynote address on the country’s first institutional measles treatment guideline.

The Editor-in-Chief of this 50-page guideline, which consists of 14 clinical modules, was Dr. Sayem Mohammad (FCPS Gold Medalist, MRCP-UK). So far, no hospital or medical institution in Bangladesh has had such a standardized and evidence-based treatment protocol for the management of measles and its complications.

At the beginning of the keynote address, Dr. Sayem Mohammad shed light on the Global Measles Resurgence. According to the World Health Organization (WHO), in 2023, out of approximately 1.3 million measles cases worldwide, 17,500 people died, 95 percent of whom were children under the age of five. Measles is a highly contagious disease; its transmission rate (R0) is 12-18, which is much higher than most known infectious diseases. Last year, nearly 22 million children worldwide did not receive their first dose of the vaccine, and nearly 46 million children did not receive any vaccine.

In Bangladesh, a country of over 170 million people, measles outbreaks are occurring in various parts of the country, especially in urban slums and areas with low vaccination coverage. Until now, there have been no national or institutional guidelines for measles treatment in the country, which has led to doctors making treatment decisions without standardized guidelines. This has led to inconsistencies in the management of complications such as pneumonia, encephalitis and severe dehydration, and preventable deaths.

The new guidelines include a three-tier clinical triage system, through which patients will be treated at home, in an isolation ward or in the emergency department/ICU based on clear criteria at the time of admission to the hospital. It also directs the immediate administration of vitamin A without waiting for test results.

The guidelines include step-by-step instructions for oxygen management for measles pneumonia, treatment of encephalitis and seizures, management of eye complications to prevent blindness, treatment of severe dehydration, and strict infection control measures in hospital isolation rooms. Since measles is an airborne disease, it also mentions the mandatory use of N95 respirators for health workers instead of ordinary surgical masks.

The guidelines also contain some important warnings - corticosteroids should not be used in measles pneumonia, steroid drops should not be used in eye complications, and only dextrose saline should be used in severe dehydration. These mistreatments have been cited as causing the loss of lives of many patients in the past.

Holy Family Red Crescent Medical College Hospital and Dr. Sayem Mohammad have urged the government to adopt the guidelines as the national measles treatment protocol. It has also recommended making isolation rooms and infection control standards mandatory in the hospital accreditation process.

The main article called for increasing the capacity of pediatric ICUs in district-level hospitals, making immunity testing mandatory for frontline health workers, and implementing a real-time electronic reporting system to quickly reach the central level with information about the disease outbreak.
